I figured it out and got it fixed. I was able to compare with my 90GT ECU(it is a F3), but is close enough to compare. The connectors are the same. It turns out that pins 27 & 28 need to be soldered together.

I thought the sensor would be better placed nearer the furnace and rotary air pump. I'm using the Innovate guidelines for distance from turbo. Is it possible the clearance in the new oil pump are off? My o.e.m pump was on the tight end of clearances after 27 years of being on there with absolutely no wear but the longest it probably ever sat was 6 months. I'm wondering how long the o.e.m. replacement you bought has been sitting on a shelf....
